It does not correspond according to the description that it outputs from 2-28v at the output, but it can be used from the power supply to say 2v up to a maximum of 19 .. almost 20v, as can be seen in the video, which I attached It was interesting if you could get from 5v to at least 24v, but it still works.

Unfortunately, the converter does not respond to the voltage increase ! Power supply approx. 11v, output 18-27v and 6w needed I tried on a 3w led with 0.28A Another converter to be checked ...
